Members of the Lead Group who knew Harry over many years were very sad to hear about his recent passing. He participated in policy seminars from when the Forum was formed at the London University Institute of Education as the SEN Policy Options Group in 1994. Harry was Professor emeritus of Education at the Department of Education, Oxford University. His teaching and research reflected his commitment to improving educational provision for disadvantaged young people, including those with SEN/disabilities. His has contributed theoretically to Vygotskian, cultural historical activity theory and sociology, and through empirical research has enhanced understandings of policy and practice in various areas, including inclusion and emotional and behaviour difficulties.
